This site uses frames for speed and convenience. It does not do anything fancy with them.
Use of frames allows me to separate the navigation links from the page content.
As a result, it allows me to frequently add new material and update the navigation panels
without having to modify the (large number of) unrelated pages. The site would
be unmanageable otherwise.
